Abstract:
To deliver a comprehensive and objective appraisal of end-to-end management of centrally procured medicines under National Centralized Drug Procurement(NCDP) program, the Chinese Pharmaceutical Association convened a multidisciplinary panel of more than 100 experts. In strict accordance with the WHO handbook for guideline development, the panel employed a modified Delphi process integrated with the analytic hierarchy process to formulate the
Guideline for Evaluating the Effectiveness of the Management of NCDP in Medical Institutions. The guideline establishes a two-tier evaluation framework that comprises process indicators and outcome indicators. It is intended to serve as a standardized assessment instrument and actionable reference for ensuring smooth implementation of the NCDP policy and for advancing evidence-based pharmaceutical management in medical institutions.
