OBJECTIVE  To build a quantitative evaluation tool for drug safety incident emergency response capability, and to propose a new paradigm for emergency management of drug safety incidents that suits the conditions of Zhejiang province, aiming at the pain points of drug safety incident emergency management in Zhejiang province.

METHODS Questionnaire survey method and expert interview method were used to investigate the status quo and problems of drug safety incident emergency management in Zhejiang province, and factor analysis method was used to construct the evaluation index system of drug safety incident emergency response capability in Zhejiang province.

RESULTS The problems in the emergency management of drug safety incidents in Zhejiang province including the need to improve the legal system, the weak strength of the emergency response team, the need to enhance the quality of emergency drills and the insufficient application of digital technology.

CONCLUSION  It is suggested to implement the new paradigm of drug safety incident emergency management in Zhejiang province based on SFIC model to improve the effectiveness of collaborative governance, adopt the "drug supervision brain" based on digital twins to realize intelligent and scientific emergency response, and use the evaluation index system of drug safety incident emergency response capability in Zhejiang province to evaluate and supervise the emergency management work.
