大数据战略下医药产业高质量发展协同共治路径研究——以浙江省医药产业数字化转型与监管为视角

Research on the Collaborative Governance Path of High-quality Development of Pharmaceutical Industry Under the Big Data Strategy——From the Perspective of Digital Transformation and Supervision of Pharmaceutical Industry in Zhejiang Province

摘要: 目的研究国家大数据战略下我国医药产业高质量发展治理新路径。方法梳理浙江省医药产业数字化转型与数字监管现状与问题，总结国外发达国家医药产业数字治理经验，提出医药产业高质量发展协同共治路径。结果我国医药产业可以借鉴发达国家数字化转型策略与多方共治模式。结论采用基于RACI模型的医药产业高质量发展协同共治方案能够助推医药产业全程高效可控监管。

Abstract: OBJECTIVE To research on the new path of governance for high-quality development of China’s pharmaceutical industry under the national big data strategy. METHODS The current situation and problems of digital transformation and digital supervision of pharmaceutical industry in Zhejiang province were combed. The experience of digital governance of pharmaceutical industry in foreign developed countries was summarized, then the collaborative governance path of high-quality development of pharmaceutical industry was proposed. RESULTS China’s pharmaceutical industry can learn from developed countries’ digital transformation strategy and multi-party governance model. CONCLUSION The RACI model-based collaborative governance scheme for high-quality development of the pharmaceutical industry can boost the efficient and controllable supervision of the pharmaceutical industry throughout the whole process.
