“四品一械”检查员岗位胜任力评价指标体系构建研究

    Establishment of Competency Evaluation Index System for “4-Product & 1-Device” Inspectors

    • 摘要: 目的 构建科学客观的"四品一械"(食品、药品、化妆品、保健品及医疗器械)检查员岗位胜任力评价指标体系。方法 基于四维胜任力理论,通过文献分析法、工作分析法和专家访谈法初步编制"四品一械"检查员岗位胜任力评价指标体系,运用Delphi专家咨询法对13位"四品一械"相关领域专家进行函询。结果 构建的"四品一械"检查员岗位胜任力评价指标体系涵盖4个一级指标、14个二级指标,专家积极性、协调性和权威性高。结论 "四品一械"检查员岗位胜任力评价指标体系具有全面性、综合性,可作为"四品一械"检查员实践管理的参考依据。

       

      Abstract: OBJECTIVE To establish a scientific and objective competency evaluation index system for "4-Product & 1-Device" (referring to food, drug, cosmetics, health food and medical devices in this paper) inspectors. METHODS The competency elements were defined based on four-dimensional competency theory by means of literature analysis, job analysis and expert interview. Then thirteen "4-Product & 1-Device" experts were consulted by using Delphi technique. RESULTS The "4-Product & 1-Device" competency evaluation index system was comprised of 4 first-class indicators and 14 second-class indicators. The results showed that the expert consultation had high level of enthusiasm, coordination and authority. CONCLUSION The "4-Product & 1-Device" competency evaluation index system is comprehensive and integrated, can provide a scientific reference for "4-Product & 1-Device" inspectors practice management.
