OBJECTIVE To introduce the general situation of narcotic drugs and psychotropic drugs changed from 2013 to 2023, and to study the characteristics and significance of changes in the varieties of narcotic drugs and psychotropic drugs in this decade, as well as the impact of these changes on the adjustment system of narcotic drugs and psychotropic drugs catalogue in China.
METHODS By using the method of literature analysis, the related literature, laws and regulations on narcotic drugs and psychotropic drugs were consulted, and changes in the varieties of narcotic drugs and psychotropic drugs were analyzed.
RESULTS The changes in the varieties of narcotic drugs and psychotropic drugs in China from 2013 to 2023 had the following characteristics: the speed of listing control was generally timely; focused on controlling compound preparations; parentheses were used for the first time to exclude pharmaceutical preparations. The changes over the past ten years not only enabled the catalogue of narcotic drugs and psychotropic drugs to be updated regularly, but also provided a preliminary basis for the formulation of the new catalogue, and provided new ideas for the control of narcotic drugs and psychotropic drugs in the new period. After these changes, the new control system of narcotic drugs and psychotropic drugs in China had basically matured, the upgrade control system had been basically formed, the downgrade control system had taken initial shape, and the exit control system had been preliminarily formed.
CONCLUSION China has basically formed a dynamic adjustment system for the catalogue of narcotic drugs and psychotropic drugs, which can be entered and exited, up and down.
